工程造价管理是对建设项目在投资决策阶段、设计阶段、招标投标阶段和项目实施阶段以及建设结算阶段实行全过程的管理,投资决策阶段和设计阶段是对工程造价影响较大的两个阶段,其中决策阶段是工程造价管理的重中之重。

Engineering cost management is an overall process of an in-construction project, including the investment decision making, designing, bid inviting and bidding, and actual construction. Among them, the first two stages will exert great influence upon the total cost. So to speak, the decision making stage is the most important one during the whole process of engineering cost management.
