增量改革与东西部制度创新

Increment Reform and Institutional Innovation in East and West China

改革初期为降低改革成本,中国政府选择了增量改革以切入中国制度创新的路径。增量改革在其施行与推进过程中,对东西部制度创新差距的形成和扩大都产生了至为重要的影响。目前东西部经济差距的扩大,实质在于制度创新东西部差距的增大,东西部经济差距的缩小正有待于西部制度的进一步创新。

In order to lower the cost of reform, Chinese government chose increment reform as the path to China＇s institutional innovation at the beginning. As an important arrangement at the initial stage of institutional innovation in our country, increment reform played an important role in forming and enlarging the gap of institutional innovation between the east and the west of China. In essence, the enlarging gap of institutional innovation between the east and the west is the reason for the enlarging economic gap between the east and the west, and further institutional innovation in the west can lead to the reduction of economic gap between east and west China.
