全球化背景下我国技术创新体系的建构

The Construction of a Novel Technical Innovation System in Our Country Under the Background of Globalization

全球化的市场经济尽管对推动我国技术创新的发展具有积极的作用,但其所产生的负面效应是显而易见的:它不仅使我国民族企业技术创新的主体性空虚化和边缘化,而且易造成行业技术垄断、知识产权受侵、创新主体产生盲点和误区,并给我国带来资源浪费、环境污染和一系列社会伦理问题。产生这些负面效应的根源是:市场经济不成熟;经济、科技、教育体制不健全;企业技术创新能力差;技术创新的信息化程度不高;没有形成良好的技术创新文化氛围;法制、道德建设不完善。因此,要建构我国的技术创新体系必须从以下入手:加强基础性研究和共性技术开发;引进消化吸收进行二次创新;利用现有技术进行集成性创新;建立以企业为主体的政、产、学、研、金、中介相结合的技术创新系统;加强技术创新活动中的道德、法制建设。

In spite of globalization market economy play a positive role in promoting technical innovation and development, it was obvious that globalization market economy would bring some negative effects on the creation system. It not only made the main body of our national enterprisers technical creation into vacuity and marginalization, but also develop industry technique monopoly, intelligent right invasion, the creation main body will develop blind point and mistake and bring some problem including source waste, environment contamination and social ethical etc. The cause of developing these negative effects is that premature of market economy; the system of economy, SciTech and education not health and complete; poor ability and informalization in industry technical innovation; not perform a good culture atmosphere for technical creation; not perfect in legislation and moral construction. Whereas, set up to the novel technical innovation system in our country should start from： enforce basic scientific research and general technical development; perform second creation by introduce, absorb and digest to foreign techniques; integrate creation with present techniques; set up a novel technical innovation system consists of government, industry, college, academy, finance, media together with the main body——enterprise; enhance the moral and law construction in the activity of technical innovation.
