Develop County Economy and Try to Achieve the Rising of Central Plains

河南有7000多万农民，“三农”问题一直是困扰河南经济发展的瓶颈。发展县域经济是解决“三农”问题的突破口和根本出路，是实现中原崛起的基础和保证。实现中原崛起关键是发展县域经济，从培育特色经济、强力推进“三化”、发展非公有制经济、加快农业科技创新、积极寻求外部带动、加强基础设施建设等方面入手，坚持科学发展观。

There are more than 70 million farmers in Henan province. The problem of“rural areas, agriculture and farmers”is always the bottle--neck which puzzled the economy development of Henan province. Developing the economy of county area is not only the ultimate solution to the problem, but also an important basis and guarantee to achieve the rising of central plains. Cultivating characteristic economy, promoting“three changes”, developing non--public--owned economy, quickening innovation of agricultural technology, looking actively for driving forces from exterior, strengthening construction of infrastructure and persisting in scientific developing concept are the feasible countermeasures to develop the county economy in Henan Province.
