论地区农民收入差距适度性判断指标体系的构建

On the Construction of Index System for Deciding the Appropriateness of Regional Farmers' Income Gap

判断我国地区农民收入差距是否适度，应该从经济发展水平、经济制度与经济体制、收入差距的阶段性与社会承受力等方面考虑。判断差距是否适度应遵循“效率优先，兼顾公平”、帕累托优化、最低保障、资源优化配制等原则。在以上认识基础上，我们构建了判断我国地区农民收入差距适度性的评价指标体系。

To decide whether the regional farmers＇ income gap is appropriate or not, level of economic development, economic system, the phases of income gap and the endurance of the society should be taken into consideration. To judge whether the gap is appropriate, the principles of “efficiency first, fairness considered” , Pareto optimality, lowest guarantee, optimized distribution of resources should be followed. On the basis of the above cognition we construct the index system for judging the appropriateness of regional farmers＇income gap of our country.
