Developing Rural Cooperative Organization to Innovate Agricultural Management System

农村家庭联产承包和统分结合的双层经营体制以及“公司+农户”的农业产业化经营的基本形式,在市场化及国际化下暴露出明显的局限性,企业与农户之间缺乏利益联结的载体,农民没有真正成为农业产业化经营的主体,难以分享到农产品产后环节的利益。因此,现阶段必须创新农业经营体制,而农业经营体制创新的关键在于发展壮大农村合作经济组织。为此要深刻认识发展农村合作经济组织的重要意义,加快合作经济的立法并且政府要给予一定的扶持政策。

The dual management system of household contracts responsibility system and combination of integration and separation and the agricultural industrialization management of “company plus household” mode expose obvious weakness under the situation of globalizafion. There is no profit link between company and household. Farmers aren＇t the real main body in the agricultural industrialization management, and they can barely share the profits of industrialization. In the new phrase, we must innovate the agricultural management system and the key point is to develop rural cooperative organization. We must recognize the important meaning of it deeply and accelerate its legislation and give them some supports.
