"三农问题"存在的根本原因在于生产关系和上层建筑领域的某些方面不适应农业生产力的发展要求。具体表现在耕地产权模糊、农业生产组织形式弊端严重、农产品流通体制和城乡分配关系不合理以及干部任命制、机构设置过长过滥、城乡分治等方面。

The vague property right to farmland, the serious malpractices in the organizational forms of agricultural production, the unreasonableness in the circulation system of agricultural products and distribution relations between urban and rural areas, the appointment system of cadres and indiscriminate organizational establishment could all find the concrete expressions in “the three issues”.
