Misplacement of Educational Function is the Direct Cause of Capital Shortage for Elementary Education in the Western Regions

我国教育功能认知贯彻地方负责、分级管理的基础教育管理体制,造成西部基础教育投资不足。为保证西部地区基础教育的发展,需要重新定位教育功能,并以此为基础,调整国家基础教育管理体制,制定新的基础教育发展战略。

In our country, there exists the problem of misplacement of educational function. After the reform and opening up, misplaced understanding of educational function dominated management system of elementary education administrated by local governments of various levels. This resulted in the shortage of investment in elementary education in the western regions. In order to guarantee the development of elementary education in the west regions, educational function needs to be re-oriented, and on the basis of this, the management system of elementary education of the state should be readjusted and new development strategies for elementary education should be worked out.
