公共决策失误是指公共决策主体在处理公共事务、实行公共管理的过程中,由于主体或情境因素的影响导致决策不当,给公共利益造成损失或造成其他不良后果的决策行为。评判公共决策失误既要进行理论评判,又要进行效果评估,还要考虑决策成本。决策失误的表现形式有决策错误、决策失效与决策和机会失误。

Errors in making decisions for public affairs refer to those made by decision - makers in the process of dealing with public affairs and public administration and also the loss brought to public interests because of the subjective factors. Such errors should be evaluated in theory, effect and cost. There are three modes of such errors： errors themselves, invalidation and missing good opporttmities in making decisions .
