水土保持规划设计系统初论

Prinary Study on Designing System of Soil and Water Conservation Program

为了使水土保持规划设计方案得以顺利实施，笔者重点研究了４个问题：１．规划设计的基本思想；２．规划设计中水土保持启动问题；３．规划设计中对资源利用情况的确定；４．规划设计方案实施中农业资源合理利用机制问题。

In order to carrying out the plan of soil and water conservation program designsuccessfully,the authors study several principal problems as follows:1.the basic thought ofsoil and water conservation program design.2.the stnrting of soil and water conservation inpragram design.3.the definition of resource utilization in the desing,4.the mechanism of ra-tional utilization for agricultural resotirces in carrying out the planof the program design.
