分析评价了改革开放以来福建投资环境的变化及存在的矛盾和问题,提出优化投资环境,建设海峡西岸经济区的思路和对策:(1)积极利用区位优势,提升福建经济市场化和国际化;(2)确立主导产业,完善产业配套功能;(3)增强交通、能源等基础设施;(4)大力发展科技文化教育事业,提高人口素质,增强科研能力;(5)转换政府职能,提高行政工作效率及透明度。

Sound investment environment is the foundation of building the economic zone on the west side ot the Straits. Fujian has achieved tremendous development in its investment environment since the beginning of reform and opening-up, but this advantage is not so prominent with the great economic achievements of the Yangtze River Delta and the Pearl River Delta, Stakeholders must pay special attention to this issue.
