现行科研体制的弊端、传统思想的束缚以及科研道德失范,是形成我国科技创新能力低下的主要原因.因此,从深化科研体制改革,解放思想、完善科研立法、形成崇尚科学的良好环境,增大科研投入力度、优化科研资金投向,加强科学道德观念、优化科技队伍等多方面采取系统对策,对于提高我国科技创新能力有着十分重要的意义.

The malpractice of the present scientific research system, the trammels of old ideas and the lack of moral norms in scientific research have resulted in the low level of China＇s scientific and technological innovation. Therefore, it is not only important hut pressing to take such systematic measures as deepening the reform of scientific research system, emancipating the mind, perfecting the law of scientific research, formulating better environment of scientific research,optimizing research funds allocation and research teams,etc.
