俄罗斯社会保障制度是从前苏联继承下来的。苏联解体后,伴随着向市场经济过渡而来的是前所未有的经济衰退和预算紧缩,原先的社会保障制度已无法再支撑下去,俄罗斯不得不对旧体制进行改革。然而,要打破由国家统揽一切的社会保障机制并非易事。在新的模式下,俄罗斯社会保障体制改革遭遇到了政策、法律制度设计本身的困境,在管理上也存在诸多弊端。吸取俄罗斯的社会保障制度改革的经验教训,对我国社会保障制度改革有一定的借鉴意义。

The system of Russian social security is carried on from the former Soviet Union. After the Soviet Union was disintegrated, what followed the market economy transition was the unprecedented economic recession and the budget reduction and the system of the original social security couldn＇t prop up again. As a result, Russia can not but carry on the reform to the old system. However, it is not easy to smash the system in which the state monopolizes all social security. Under the new scheme, the reform of Russian social security comes up against the predicament on the policy, the legal system. Meanwhile, there exist many malpractices in the management. It is significant for our country to draw lessons from Russian social security system reform.
