国防科技企业知识产权战略研究

On the Intellectual Right Strategy in Science and Technology Enterprises for National Defense

国防科技企业知识产权战略的制定、实施是企业合理保护运用知识产权、激励企业技术人员的迫切要求。目前,在国防企业中还存在对知识产权的开发评估及运营管理等工作不到位、忽视知识产权信息资源的利用等问题。基于此,建立国防科技企业知识产权战略如下:包括信息库建设策略、信息服务网络策略、信息调研策略的知识产权情报策略;包括开拓型开发策略与追随型开发战略的知识产权开发策略;包括共享与联盟策略、输出策略的知识产权运用策略;包括专利防卫策略、著作权防卫策略、商业秘密防卫策略的知识产权防卫策略;包括人才培养策略、专利代理培养策略的知识产权人才策略;对知识产权战略组合管理进而建立预警系统的知识产权战略动态组合策略。

The establishment and implementation of intellectual tight strategy in science and technology enterprises for national defense （STEND） facilitates these enterprises to utilize and safeguard their intellectual tights properly. At present STEND are not fully aware of the necessity of developing and managing their intellectual rights and ignorant to the availability of intellectual tight resources. It is proposed that intellectual tight strategy are established for STEND： information strategy covering database development, information network and information research; development strategy coveting innovative development and subsequent development; utilization strategy coveting resource sharing, alliance and export; defense strategy covering patent, copyright and business secrets; talent strategy coveting talent training and patent agent training; dynamic combination strategy coveting the establishment of a warning system on the basis of resource management.
