苏联特权阶层是对苏联以权谋私的党政干部的特称,这个阶层形成于勃列日涅夫时期,在戈尔巴乔夫时期,这个阶层实现了角色转换,抛弃了苏联共产党和苏联社会主义。

The privileged class in USSR is specially referred to the carders in the Party and politics. This class was formed during the reign of Brezhnev. During the reign of Gorbachev, this class realized the transition of the roles and gave up the CP of USSR and the socialism in USSR.
