Open education is a new mode of education based on network and open environment. Pushing forward the quality education in open education is an inevitable trend. Quality education in open education has its own features and rules. It must be guided by creative new ideas and over - all human developing orientation, based on education innovation and network environment. It must take the campus culture and practical education as its methods, and be initiated by self-cultivation, guaranteed by effective system and complemented by the first and second classroom. The networked education must be combined with the regular education, and the school education must go along with self-education, thus to promote the general quality of the open learners.
