关于我国政府采购效益评价的思考

政府采购的效益,涉及到政府采购预算、采购规模、采购结构的确定;政府采购的调控;政府采购中的腐败防范;政府采购经济效益的度量等问题。建立一个科学和全面衡量(评价)政府采购效益的指标体系,可以在一定程度上弥补我国公共财政学领域中对政府采购效益这一课题研究相对薄弱的缺陷,对在实践中正确、科学、全面评价政府采购效益提供指导,同时对我国政府采购活动水平的提高、政府采购预算的编制、国库集中支付制度的完善具有一定的推动作用。

The effectiveness of governmental purchase is related with many questions such as the governmental purchase budget, the purchase scale, the purchase structure determination, the governmental purchase regulation, the corruption prevention in governmental purchase, the measurement of economic effectiveness in governmental purchase and so on. To establish a scientific and comprehensive index system of evaluating the governmental purchase effectiveness, may make up the relatively weak flaw of the governmental purchase research in the field of public finance of our country, provide the instruction to correctly, scientifically, comprehensively evaluate the governmental purchase effectiveness in the practice, simultaneously has certain impetus function for enhancing the level of governmental purchase, working out the budget of governmental purchase, perfecting the centralizing treasury payment system.
