当前对于流动性强且数量日益增加的流动人口,政府的管理和服务存在着诸多不足。在“小政府、大社会”的社会公共管理模式中,社会组织正发挥着越来越重要的作用。而浙江等地流动人口自治管理新形式的出现,不仅能够有效配合政府职能部门加强管理,更重要的是能利用组织资源,在切实保障流动人口权益的同时,还有助于我国基层民主化的进程。

Self-government organization of floating population, as a new form emerging in Zhejiang Province and other places, can availably help government departments strengthen administration. Its more important role is that it can make use of organization resource, guarantee rights and interests of floating population and conduce to China＇s grassroots democratization.
