Causes and Countermeasures of the "American Football" Phenomenon in Supervision on Food Public Safety

对食品公共安全监管中存在的从生产到零售的两头监管乏力、中间流通市场的以消费者健康为代价的"橄榄球"现象进行分析,认为信息不对称和监管制度不完善是造成这一现象的重要原因,进而提出解决的办法:市政府切实承担公共监管责任,通过相应的制度设计和信息化建设,引导、激励相关组织、人员参与共同监督.

The article analyzes the “American football” phenomenon, that is, poor supervision on food production and retail, and circulation market which threatens consumers＇ health. The main causes lie in information asymmetry and imperfect supervision system. We propose a ,solution： The municipal government should take the responsibility of public supervision, guide and encourage organizations concerned to join in the supervision by implementing corresponding system and information construction.
