Harmonious Society and the Advancement of the Party

党的十六届四中全会提出和阐述了“构建社会主义和谐社会”的科学论断,并把它作为加强党的执政能力建设的战略任务之一。党提出“构建社会主义和谐社会”是其先进性所决定的,党的先进性与和谐社会,无论从内在本质、理论基础还是从制度建设、价值追求都有着必然的内在的联系。认识党的先进性在构建和谐社会中的不可替代作用,对我们当前和今后一个时期,加强党的执政能力建设,实现中华民族民主富强,实现人与社会、人与人、人与自然的和谐具有十分重要的意义。

At the Fourth Plenary Session of the 16th Central Committee of the Communist Party of China （CPC）, the Communist Party of China （CPC） pledged to build up a harmonious society of socialism in China. The CPC Central Committee also regards this proposal as one of the strategic tasks to enhance the governance capability construction of the Party. The reason that the Party could make the decision on the building of the Party＇s governance capabilities is largely because the CPC is an advanced party. That is, as far as the inherent essence, the theoretic basis, the system construction and the value pursuit are concerned, the advancement of the Party and the harmonious society building are necessarily related inherently. In sum, if we clearly realize the un-substitutive function of the advancement of the Party during harmonious society building, it would be significant to enhance the governance capability building, to promote democracy and wealthy of Chinese people, even to realize the harmony between human and society, human and human, human and nature.
