摘要 码率控制是视频压缩编码中的一个重要部分。在很多的应用中,视频序列都要求在恒定比特率的信道中传输。然而,压缩视频序列中的信息量却是可变的。因此,码率控制显得极其重要。码率控制在通过调整编码参数来防止缓冲器的上溢和下溢的同时,通过保持缓冲器的较高使用量来使图像质量得到最优化。跳帧策略是码率控制算法中防止缓冲器上溢的手段,有效的跳帧算法可以保护图像序列中的重要细节,优化图像质量。 Rate control is an important part of video coding. Video sequences must be transmitted over constant bit-rate channels while the amount of information in the compressed video sequences is always variable. The importance of rate control is brought to a new height because of this reason. The rate control algorithm prevents the buffer from overflowing and underflowing through adjusting the coding parameters, while at the same time maintains reasonably high buffer level to maximize the picture quality. Frame skipping strategy is used to prevent the buffer from overflowing. An efficient frame skipping algorithm can protect the important details in the video sequences and optimize the picture quality.
