To provide a scientific basis for the prevention and treatment of the urban water pollution and thus make it more scientific, more modernized as well as more informative, this paper here thus may serve as a rich statistics base for the urban water pollution prevention and administration by applying the technique GIS into the planning and administration of the water pollution. Through a systematic study and analysis into the relevant information of water pollution and a model mathematical calculation in water surroundings as well as the sample experiment of the spread and transmission of water pollution, it may also make its exploration into the conception or the notion as well as the means of realizing the design for this system theoretically.
