Since the disintegration of the Soviet Union, Russia has carried on many reforms on the teachers＇ professional system of the Planned Economy Period. Russia has also made a lot of effort to promote teachers＇ professional qualities and made regulations accordingly and fixed them in the form of law gradually. A lot of aspects are worthy for our reference.
