摘要
长期以来,不少学者认为,“档案开放”语出法国大革命。文章作者认为,“档案开放”一词并非“法国造”,200多年前,法国人提出的是档案馆开放和公民享有利用档案的权利,而非档案开放。“档案开放”是国人结合了法国“档案馆开放”的含义和我国当时“开放档案”的表达需要,由“开放历史档案”、“开放档案”、“档案的开放”逐渐演变而来的。在这种语言转换过程中,档案馆开放的精髓———公民利用档案的权利观念,逐渐被我们的文化和思维惯性淡化了。
Many scholars for a long time think that the term “opening of archival documents” comes from the French Revo- lution. The author of this article thinks it is not true. Opening of archival documents is not from France, what of which, 200 years ago, put forward is that the opening of archives and that citizens have rights to make use of the archives, in stead of simply opening of archival documents. “Opening of the archival documents” is gradually evolved by Chinese out of “opening the historical documents”, “opening the archival documents” and “opening of archival documents” in combining the meaning of French “opening of archives” with our needs in expressing the “opening archival documents”. In the procession of this kind of language change, the key of opening of archives the concept of the rights for citizens to use records is watered down by our culture and thinking habits.
