巢湖流域水环境问题与可持续发展战略

Water Environmental Problems and a Strategy of Sustaining Development in Chaohu Lake Area

从系统论的角度分析了巢湖水环境问题的现状、水污染原因、点污染源和面污染源的情况。水环境问题的防治和控制是一项系统工程,必须从系统内部要素与外部环境着手。提出在解决水环境问题的同时,要实施巢湖流域可持续发展战略,并提出相应的经济结构调整、重点产业选择、生态建设以及公共政策等措施。

This paper analyses and studies the present conditions of Chaohu Lake area water environmental problems in view the system conception, the problems include water pollution and eutrophication and so on. And the reasons of water pollution, the condition of point pollution and nonpoint source pollution. Water environmental problem prevention and control is system engineering, we must based on interior factor and exterior environment. This paper brings forward that in the same of solute water environmental problem, we should implement the strategy of Chaohu Lake area sustaining development, and also suggests according some measures for this strategy, such as restruchuring economy, emphasis industry choices, biology construction and public policies.
