Since the end of 2003, the prices of chemical fertilizers have been rising, mainly driven by the recovery of farm production. In order to protect the interests of farmers, the central government has taken a series of measures to control the prices of chemical fertilizers. For example, the country tried to work out a break-even point for chemical fertilizer makers, and then set fertilizer prices based on that break-even point. However, all the endeavors seemed to be in vain when the prices of fertilizers keep rising to keep pace with the fertilizer prices on international markets. Many Chinese chemical fertilizer manufacturers prefer to export their products for higher selling prices, even resulting in a shortage of fertilizers at home, when the authorities try to limit the prices. The central government's counter measures begin to backfire.
