2004年汛后,长江安徽段规划砂石可采区通过招标、拍卖等公平竞争方式陆续解禁,长江河道采砂管理既面临可采区、可采期的监管,又面临禁采区、禁采期的管理。安徽省采取多种手段加强采砂管理,并将采砂监管系统运用于采砂管理中,成效显著。

After the flood period in 2004, the ban for sand excavation in planned permission areas of the Anhui section of the Yangtze River has been released by means of competitive bidding or auction. Therefore, sand excavation in the Yangtze River Channel encounters management work both permitted areas in permitted period as well as forbidden area and period. Multiple approaches has been adopted in the Anhui province, especially sand excavation monitoring system is applied and achieve a remarkable result.
