Clean Development Mechanism （CDM） mentioned in Tokyo Protocol closely links the interests of developed countries and developing countries in terms of protection of global environment and global warming, which form a platform for international cooperation of enterprises. CDM and demand of energy development in China provide an opportunity for clean energy development including small hydropower development.
