“75·8”暴雨创下了我国大陆暴雨的新纪录,其中6小时降雨量已接近世界最大暴雨纪录的外包线值。灾难的主要原因是对暴雨洪水规律了解不深,加上没有准确的气象预报和可靠的通信设施。水库蓄水过多,负面影响随之存在。要恰当地处理好蓄泄关系。暴雨洪水给人们带来灾难,也赋予人类赖以生存的宝贵资源。人与自然和谐相处,才能求得社会文明的可持续发展。

The “75·8” flood have made a new record of storm rainfall, which is near to the envelope of maximum rainfall in the world. The reason of calamity is that we are not enough understanding storm rules and not exactly meteorological prediction and credible communicate facility. Because reservoir storage is overabundance, negative-influence can also exist. Therefore it is important to deal with storage outflow relation. Hydrological application and progress reflects society development. Storm rainfall bring us tragedy, at the same time give us previous water resources. Just we should harmony between people and natural, we can get sustainable development.
