从主观和客观两方面探讨了煤矿事故产生的原因,即客观上我国煤矿开采条件复杂,安全投入不足,人才严重匮乏,主观上行业监管削弱,对煤矿的特殊性认识不足,特别是在市场经济下,不能正确对待安全生产和经济发展的关系,导致超能力生产。提出要从根本上实现煤矿安全生产,国家应从政策上进行宏观调控和扶持,从安全投入、管理体制和机制入手,进行综合治理,特别是加强影响煤矿安全的重大问题的研究,防止重特大事故的发生。

In this article, both the subjective and objective reasons of the occurrence of mining accidents are studied. Objectively the complicated situations of domestic mining, the lack of the investment in mining safety, and the shortage of persons with abilities all result in the occurrence of mining accidents. Subjectively the impairment of mining supervision, the lack of the recognition of the mining specialties and especially the treatment of the relations between work safety and economic development result in ultra - production. The article brings forward measures to solve the problems. In order to ensure the safety of coal production, the state is supposed to control and support work safety with policies and integrate the management in aspects of safety investment and managing system, The state is especially supposed to devote itself to studying some important issues that influence the safety of coal production so as to prevent disasters from happening.
