In the project implementation stage,the employer plays a key role in the project management which cannot be replaced whatsoever. The management functions of the employer mainly include ; decision making planning, organizagion, co-ordination and control. The contents of management cover contract management, quality control, investment control, progress control and aspects of other management by objectives.
