制度变迁中的我国财政政策效应分析

Analysis on the Effect of the Finance Policies of China During the Period of System Variance

中国1998年以来的积极财政政策在拉动经济增长方面作用明显,但其他如拉动民间投资与消费等方面不尽人意。文章通过对影响中国财政政策效应的制度安排的分析和中国近几年积极财政政策效应的分析,认为目前的中性财政政策要达到良好的效果,应注意从有关影响政策效应的制度安排上进行与之相适应的制度改革,在政策手段上减少公共支出,多运用税收调控方式。

Obvious effect can he seen in the economic increasing, which was fueled by positive fine, nee policies of China since 1998. but the slams in other aspects such as fueling the non - governmental investment and consume was not as goed as expected. Through the analysis on the system arrangement that affects the effect of finance pulicies of China and the analysis on the effect of positive finance policies of China that executed in recent years, the author believes that, for the porpose of obtaining good effect of the current neutral finance policies, attention should be put on the system reform, which is suitable fur it and based on the system arrangement which affects the policy effect, and the public expenditure should be reduced by means of the policy featuring the pattern of mainly regulating and controlling the taxation more often.
