从《道路交通安全法》看我国车辆管理制度的完善

车辆与驾驶人管理是公安机关实施道路交通安全管理的一个重要内容,是公安管理各项业务当中群众性最强的一项工 作。因此,应从车辆的登记制度、牌证制度、驾驶证制度、累积记分制度、安全检验制度、第三者责任强制保险制度、驾驶证审验制度和 强制报废制度等八项基本制度管理入手,使车辆与驾驶人管理工作更有效地服务广大人民群众,服务于我国的公安工作大局和现代 化经济建设。

Vehicle and driver management is an important part for public security organs to implement road traffic management and enjoys highest popularity among road traffic management operations. Therefore, vehicle and driver management should efficiently serve the mass and better serve public security work and economic construction by perfecting the eight basic management systems, that is, vehicle registration system, vehicle license system, driver＇s license system, cumulative marking system, safety test, the third party compulsory insurance system, driver＇s license examining system and forcible abandonment system.
