社会秩序稳定往往就是指社会稳定。它是人民群众在一定的法律、道德、习俗等规范指导下安居乐业、社会井然有序、社会治安呈现良好状态,它是人们从事生产活动、社会活动、科学实验以及其它一切社会活动的基础,也是经济社会发展的基础。当前,我国改革开放和社会主义现代化建设正处于关键时期,社会基本稳定,但各种不稳定因素依然存在。因此,我们要以党的十六大精神来统一我们的思想、振奋我们的精神、指导我们的行动,更加自觉地维护社会秩序的稳定,群策群力,把我们的各项事业推向前进。所以,努力增进社会秩序的稳定在当代中国就具有特别重要的理论价值和现实价值。

Social stability, which means that a society is in good shape and that people are living in peace and contentment by complying with laws, ethics and habits, is the base of all social activities including productive activities and scientific experiments. It is also the foundation of social and economic development. The project of our socialism modernization and reform and opening has now reached a crucial phase. In the face of various factors leading to instability, endeavors to enhance our social stability are of not only theoretic but also practical value.
