After the reform of forest property fight system, the forest cultivation of collective forest areas has been into trouble. Proceeding with defining the main body of forestry investment, a forestry developmental model adapting to the market economy of new period should be made by means of innovating in forestry organizing from, rebuilding the forestry train of self-cricle fund and making good use of forest cultivation fund to realize the sustainable utilization of forests.
