温州地区的公平与效率状况分析

The Change and Actuality of Fairness and Efficiency in Wenzhou

温州是率先走上市场经济的地区,其公平和效率的变化及现实状况颇具典型性。本文依据有关统计数据,对温州效率和公平变化状况、原因以及政府兼顾公平措施及其效应进行分析,指出改革开放以来,温州经济总量不断扩大,人民生活水平不断提高,但同时收入差距在许多方面也呈扩大趋势,并存在相当数量的贫困人口。温州的实践表明,市场经济能促使效率发展,但不可能自动导向公平,对公平的追求需要政府采取多方面措施进行调节。

Wenzhou is the area which took the lead in carrying out market economy, The change and actuality of faimess and efficiency in Wenzhou are rather typical. According to the statistical datas, this paper analysed the change of fairness and efficiency, as well as its reasons, and the measures which the government adopted considering fairness, as well as the effects, and then points out that since the Reform of Opening to the Outside, the total amount of economic has been increasing continuously, and that the living standard of population has been improving. However, it reveals that, meanwhile, the residents＇ income gap have showed the tendency to widen in many aspects, and that there is a considerable amount of poverty population. The practice of Wenzhou indicates that the market economy can prompt the improvement of efficiency, but it can not creat fairness spontaneously. So the realization of fairness asks for kinds of measures took by government.
