农村基层民主决策与科学行政的探讨

Discussion on democratic and scientific management in rural administration

通过对农村基层行政的现状及存在问题的分析,强调加强农村基层行政科学化建设的必要性。并就民主决策与科学行政提出如下建议:明确基层行政职能,规范基层行政行为,充分发挥行政作用;提高农村基层行政人员素质和农民群众的素质,让农村基层行政人员和农民群众共同完成农村基层行政的科学化;开明施政,民主决策;坚持农村基层行政文化创新,创建新型农村基层行政文化;加强农村基层行政制度的建设,建立以规范农村基层行政行为为核心的民主监督机制。

Through the analysis of the current status and some problems in the rural administrative management, the necessity for strengthening the scientific construction in the rural administration was proposed. And some effective measures to improve management should be taken by rural administrator of government. The author put forward some suggestions as follows ： defining the function of rural community and standardizing the executive behaviors; increasing the educational level of executive agent and the rural people, making them achieve the goal of scientific administration;openly administration and democratic decision; persisting the cultural innovation in rural administration for setting up new rural administrative culture; and strengthening the structure of rural administration and building a series of systems in democracy to standardize executive behavior.
