摘要
介绍了创建人力资源管理机制的具体内容,指出了加大人才资源开发力度的具体措施,如实现从身份管理转变为岗位管理和能本管理、实行执业资格制度和岗位聘任制度等,并提出应多渠道广纳贤才,真正实现人才的科学合理流动。
This paper introduces the concrete contents of creating the human resources management system, and puts forward some concrete measures for strengthening the talents resources development such as realizing the transformation from the identity-based management to the post-based management and the capacity-based management, carrying out the vocational qualification system and post appointment system, attracting the talents through various channels, and promoting the rational and scientific flow of the talents.
