当代中国正处于深刻的社会转型时期,随着高等教育体制改革的不断深化,广大民众的教育观念已经发生了重大改变,高校学生也呈现出多样化的时代特点,这就要求高校的教育工作者要不断增强依法治教的法律意识,主动适应高校教育教学改革发展的形势要求,努力提高高校学生教育管理的水平。这既是依法治国方略的具体体现,是高等教育观念发展的必然选择,也是时代对高校学生的特殊要求。为此,高校教育管理必须坚持依法治教,以管理为手段,以服务为目的,以科学规范的管理,促进服务质量的提高。

In present day, society is changing deeply in China. As higher education system reforms, the education idea of people＇s have changed enormously and the college and university students become diversified. Thus, higher educational worker should enforce the law consciousness to administer higher education in accordance with the law and make great efforts to improve higher education administration. It not only embodies the strategic planning of administering country in accordance with the law but also is an inevitable choice to the development of higher education idea. Besides it is also required by the particularity in the college and university students. Therefore, colleges and universities must be administrated in accordance with the law. In fact, administration is only a way by that service can be given. If administration is scientific and normative, service can be given better.
