This paper elaborates the basic framework of safe operation system, especially the idea of safe operation, decision-making mechanism, internal control system and risk pre-waming and the requirements on and the practices of quick action mechanism and operation assessment mechanism. At the same time, valuable suggestions are proposed for establishment of safe operation system for power utilities.
