Strategic Environmental Assessment (SEA) and sustainable development

促进政府决策科学化与民主化,一直是我国行政和政治体制改革的重要内容。战略环境评价以全面协调的可持续发展为最终目标,有利于打破部门界限与地区界限,解决条块分割和部门分割,避免盲目建设和重复建设,也有利于促使各部门将相关政策整合起来,创建更加科学民主的决策机制。

Promoting the scientification and democratiza-tion in government policy-making is always amajor part of China's administration and politi-cal system reform. SEA, which sets up the over-all coordination of sustainable development as thefinal target, will make a contribution to breakinter-sector and inter-regional boundaries, resolvethe division of departmental administration andsplit of local governance and sector managementand avoid blindfold construction and redundantconstruction. It is also helpful to urge various na-tional authorities to integrate the relevant poli-cies so as to develop more scientific and demo-cratic policy-making procedures.
