Studies on the China' s Rural Land Reformation

本文指出,严重困扰中国政府和制约中国现代化进程的“三农”问题之所以长期得不到有效解决,一个根本原因是农村土地制度改革滞后。本文根据本世纪中期基本实现现代化的目标和全面落实科学发展观的要求,分析了现有农地制度的弊端,在对各种可供选择的改革方案进行分析比较的基础上,提出了农地私有化改革的学术主张,并分别从农地产权的稳定性、流动性、对农村劳动力流动的影响及其社会保险功能四个方面,对农地私有化的预期效果做出了初步判断。本文最后回答了本方案可能受到的各种质疑,并提出了需要进一步探讨的问题。

In the paper, the writer points out that the reason for the Sannong issues which are serious for China' s government and restrict the China' s modern process without settlement is the lag of the China' s rural land reformation. In the paper, studies on the disadvantage existence rural land system basing on the aim of the basic modern object and commend of the full performance of science development are taken with the private reformation project of the rural land on the base of the comparison and studies all projects for the reformation of rural land from four aspects of the property of the rural land stability, liquidity, the affection of the rural labour force and the insurance function with the principium estimation of the rural land privacy.
