摘要
从中国现有收费公路收费理论入手,通过对高速公路进行价值流的分析,指出中国现有高速公路收费最大化的立场抑制了运输需求,进而提出收费理论研究的出发点应当以经营者和使用者两大主体为主,考虑收费对区域经济总体的影响。
Starting with the pricing theory of toll roads in China, the paper analyzes the value flow of expressway, points out maximizing toll income form the targets would restrain the transportation demand, and then puts forward that toll road pricing theory should strat from the two main bodies, the manager and the user, and at the same time consider the influence of the local economy.
