Discussion on Development of Communications Industry Under New Economic Environment

现代通信方式使得信息传递、检索、处理的成本大大降低,成为改善传统经济增长方式的有效手段,而通信业必须融入信息化发展的大潮才能获得更大的发展空间。信息产业是整个社会的一个基础平台。它必须适应新的经济发展规律,即基于网络的协同发展规律。也就是说,在信息日渐透明的环境中,各行为主体的决策应由盲目变得理性。在网络新经济环境下,普遍服务应该受到重视,需要建立信息普遍受益机制。

Modern communication technology has greatly reduced the cost of information exchange, indexing and processing, and become an effective means to improve the traditional economic growth pattern. However, only when the communication industry converges into the wave of information revolution, can it get greater development. As a basic platform of the whole society, the information industry must follow new economic development rules, i.e., the rules of network-based coordinated development. It also means that when information becomes more and more transparent, the decision-making of various levels must be rational rather than a blind behavior. The new economic environment also urges the government to pay great attention to ubiquitous services, and setup a mechanism for universal benefit from telecom services.
