This article introduces the PoC value-added mobile service based on the Push-to-talk over Cellular） service, a new 3GPP IP Multimedia Subsystem （IMS）. Its implementation scheme is discussed and its SIP （Session Initiation Protocol） signal exchange flow is described. Based on the analysis on the advantages and disadvantages of PoC services, target user groups are predicted. It is concluded that the main body wil be the enterprise user group, corporation user group and white-collar and teenager user group. The PoC system, undoubtedly, can be used as a platform for new services such as coloring message, instant message, presence-personal alert, and picture receiving and sending, and just like the short message service, the PoC service will help vendors, content providers and operators setup a win-for-all value chain.
