加强流域水资源管理促进节水型社会建设

Strengthening water resources management in river basin and promoting establishment of water-saving society

建设节水型社会是解决我国水资源短缺问题的根本出路。流域管理机构参与节水型社会建设以流域综合规划为基础,以明晰和分配初始水权为核心,以实施取水许可制度为重点,将流域控制性工程纳入流域统一管理,建立流域水法规体系,充分发挥流域管理对节水型社会建设的促进作用。

Establishment of water-saving society is fundamental for solving water shortage problem in China. River basin management organizations involved in the establishment of water-saving society should based on comprehensive planning of river basins, centered on clarification and distribution of original water rights, focused on implementation of water licenses, integrated management of river basins by introducing the key hydro project, formulating water legislations of river basin and fully exploit the role of river management to the establishment of water-saving society.
