摘要
1998年松花江、嫩江特大洪水为松花江流域的防洪工作提出了不少新的课题,洪水灾害背后的深层次问题需要我们进行反思。基于人与自然和谐的思想,在加强流域防洪工程体系和非工程体系建设的同时,应当对洪水实行风险管理,科学调度洪水,提高洪水资源利用率。
An extraordinary flood occurred in the Songhuajiang and Nenjiang in 1998 have generated many new subjects for research in flood management. Some issues hidden behind flood disasters should be contemplated. In order to harmonize the relationship of people with nature, it is necessary to strengthen flood risk management, scientific regulation of flood and increasing utilization rate of flood, through engineering and non-engineering measures of flood control in the river basins.
