Establishing the Dian Lake SAR to Head Beautiful Kunming

分析滇池风景名胜区存在的诸多矛盾、问题和发展趋势,针对昆明的发展战略规划和定位,明晰各层次利益关系。建议设立滇池特区人民政府,协调国家、地方、集体和个人的矛盾,追求和谐发展,获取最佳综合效益,确保昆明市战略目标的实现。

Many contradictions, problems and the development trend of the Dian Lake Scenic Area are analyzed, and relationships of interests of various levels are clarified according to the development strategy planning and positioning of Kunming. The estoblishment of the Dian Lake Special Administrative Region Gavernment is proposed to coordinate the contradictions among the country, the local governments, the collective and the individuals, to pursue the hormonious development, to achieve the best comprehensive benefit, and to ensure the implementation of the strategic target of Kunming in Southwest China and the ASEAN region.
