Systematic Prevention Is the Fundamental Strategy of Anti-corruption of Civil Engineering

建筑工程领域是全球腐败的“重灾区”,也是我国腐败最为严重的领域之一。在对建筑工程领域腐败的原因、环节、主体和类型进行了总结和归纳的基础上,对预防建筑工程领域腐败提出了若干方面的对策和建议,并对我国构建的综合评标法制度和国际通行的最低价中标法进行了比较分析。

The civil engineering is a “heavy disaster area” of corruption all over the world and one of the fields which have most corruptions of China. With summarizing and concluding the cause, chain, subject and type of the corruptions of civil engineering, several countermeasures and proposals were tabled and Chinese integrated bid evaluation system was analyzed in comparison with the universal minimum price bid system.
