随着办学治校内外部环境的重要变化,高校迫切需要按照依法治国的精神大力推进依法治校,努力构建具有自主管理、民主管理、透明管理、科学管理、依法管理、高效管理基本理念和目标的中国特色法治大学。建设中国特色法治大学,核心是坚持和完善党委领导下的校长负责制,基础是提升高校各级干部的法律素质,关键是加强学校管理制度体系建设,重点是巩固和提高民主管理与民主监督的成效。

With major changes in interior and exterior contexts of university construction, higher education institutions urgently need to promote the school management in accordance with laws, constructing law-governed universities with Chinese characteristics of automatic management, scientific management, legal management and efficient management, etc. To achieve this, the core point is to insist on the system of university president responsibility under the leadership of the Party Committee.
